【新闻熱詞】天盤征收“公平彌補”

　　24日上午，十一屆齊國人大年夜常委會第三十次會議舉辦第一次全体會議，土天管理法修正案草案(下稱“草案”)被提請散會審議。草案刪除現行法第47條中依炤被征支地盘的本用處賜與抵償，和土地賠償費戰安頓補貼費的總跟不得逾越土地被征收前三年均勻年產值的30倍的內容。

　　The draft amendment，翻譯, which focuses on Article 47, proposes to give "fair compensation" to farmers to "ensure their living standards improve and their long-term livelihood is guaranteed" after land expropriation.

　　該草案側重关注現止法第47條，倡議對征地農伕结束“公道補償”以“確保農人生活水平有所進步，他們的长久生活有保障”。

　　Fair compensation即是“公平抵償”，英翻中，指征天彌補時除綜開考虑地盤年產值(the annual output of the land)以外，借要推敲土地区位(land location)、供供關聯(supply and demand relationship)战地盤對農伕的掉業跟社會保障功傚。

　　草案同時刪除鄉村群體地盘征收(rural collective land expropriation)的賠償上限(compensation ceiling)，以順應始终變更的經濟社會開展情况(level of economic and social development)。
