It’s not news to say that we are living through challenging times: The worst economic downturn since the Great Depression. A credit crisis that has made that downturn worse. And a fiscal disaster that has accumulated over a period of years.

In the year 2000, we had projected budget surpluses in the trillions, and Washington appeared to be on the road to fiscal stability. Eight years later, when I walked in the door, the projected budget deficit for this year alone was $1.3 trillion. And in order to jumpstart our struggling economy,法文翻譯, we were forced to make investments that added to that deficit through the American Recovery and Reinvestment Act.

But as surely as our future depends on building a new energy economy, controlling health care costs and ensuring that our kids are once again the best educated in the world, it also depends on restoring a sense of responsibility and accountability to our federal budget. Without significant change to steer away from ever-expanding deficits and debt, we are on an unsustainable course.

So today, we simply cannot afford to perpetuate a system in Washington where politicians and bureaucrats make decisions behind closed doors, with little accountability for the consequences; where billions are squandered on programs that have outlived their usefulness, or exist solely because of the power of a lobbyist or interest group; and where outdated technology and systems undermine efficiency, threaten our security, and fail to serve an engaged citizenry.

If we’re to going to rebuild our economy on a solid foundation, we need to change the way we do business in Washington. We need to restore the American people’s confidence in their government – that it is on their side, spending their money wisely, to meet their families’ needs.

That starts with the painstaking work of examining every program, every entitlement, every dollar of government spending and asking ourselves: Is this program really essential? Are taxpayers getting their money’s worth? Can we acplish our goals more efficiently or effectively some other way?

It’s a process we have already begun, scouring our budget line by line for programs that don’t work so we can cut them to make room for ones that do. That means ending tax breaks for panies shipping jobs overseas; stopping the fraud and abuse in our Medicare program; and reforming our health care system to cut costs for families and businesses. It means strengthening whisteblower protections for government employees who step forward to report wasteful spending. And it means reinstating the pay-as-you-go rule that we followed during the 1990s – so if we want to spend, we’ll need to find somewhere else to cut.

And this Monday, at my first, full Cabinet meeting, I will ask all of my department and agency heads for specific proposals for cutting their budgets. Already, members of my Cabinet have begun to trim back unnecessary expenditures. Secretary Napolitano, for example, is ending consulting contracts to create new seals and logos that have cost the Department of Homeland Security $3 million since . In the largest Department, Secretary Gates has launched an historic project to reform defense contracting procedures and eliminate hundreds of billions of dollars in wasteful spending and cost overruns. And I mend Senators McCain and Levin – a Republican and a Democrat – who have teamed up to lead this effort in Congress.

Finally, in the ing weeks, I will be announcing the elimination of dozens of government programs shown to be wasteful or ineffective. In this effort, there will be no sacred cows, and no pet projects. All across America, families are making hard choices, and it’s time their government did the same.

That is why I have assembled a team of management, technology, and budget experts to guide us in this work – leaders who will help us revamp government operations from top to bottom and ensure that the federal government is truly working for the American people.

I have named Jeffrey Zients, a leading CEO, management consultant and entrepreneur, to serve as Deputy Director for Management of the Office of Management and Budget and as the first ever Chief Performance Officer. Jeffrey will work to streamline processes,英文翻譯, cut costs, and find best practices throughout our government.

Aneesh Chopra, who is currently the Secretary of Technology for Governor Kaine of Virginia, has agreed to serve as America’s Chief Technology Officer. In this role, Aneesh will promote technological innovation to help achieve our most urgent priorities – from creating jobs and reducing health care costs to keeping our nation secure.

Aneesh and Jeffrey will work closely with our Chief Information Officer, Vivek Kundra, who is responsible for setting technology policy across the government, and using technology to improve security, ensure transparency, and lower costs. The goal is to give all Americans a voice in their government and ensure that they know exactly how we’re spending their money – and can hold us accountable for the results.

None of this will be easy. Big change never is. But with the leadership of these individuals, I am confident that we can break our bad habits, put an end to the mismanagement that has plagued our government, and start living within our means again. That is how we will get our deficits under control and move from recovery to prosperity. And that is how we will give the American people the kind of government they expect and deserve – one that is efficient, accountable and fully worthy of their trust.

THE PRESIDENT: A cornerstone of good health care policy is to make sure that patients and docs are in charge of medical decisions. And therefore, one of the objectives of this administration has been to encourage the expansion of products like health savings accounts. And today I have met with some small business owners, some employees of panies that have provided health savings accounts for them.

And I'm pleased to report that people have e to realize the benefits of health savings accounts, such as, one, health savings accounts are affordable for individuals and small businesses. In other words, if you're a small business owner and you're worried about providing good health care for your employees, you ought to look into a health savings account as a way to provide that benefit to your employees.

Secondly, health savings accounts enable a person to save, tax-free, for medical expenses. By making rational decisions about your life, you'll end up with more money in your health savings account, on a tax-free basis.

And thirdly, that savings account is something you can carry with you from job to job. A lot of people in America change jobs on a regular basis, and they are deeply concerned about whether or not they'll have a health care plan when they change jobs. And the health savings account enables you to carry your money that you've saved on a tax-free basis from one job to the next.

You know, two years ago there was -- about a million of our citizens had health savings accounts. And today, over 5 million people have health savings accounts -- or nearly 5 million people have health savings accounts. It's up -- actually, you can see from the chart the growth -- 4.5 million people,台灣翻譯. And that's a 43-percent increase from last year to this year, and the number of people that are beginning to realize the benefits of health savings accounts.

And interestingly enough, of those who purchased -- of individuals who purchased health savings accounts, about 25 percent of them were uninsured. In other words, health savings accounts enable someone who is uninsured to realize the benefits of private insurance, and in an affordable way,英語口譯.

I strongly believe that the United States Congress needs to strengthen health savings accounts, just like they need to make sure that the tax code treats every person in America fairly. And that's why I've suggested we change the tax code to enable the small business owner, the self-employed, or the individual worker to be able to have more affordable insurance. There's a lot we can do together to empower the individual in this country to be in charge of his or her health care decisions.

So I want to thank my fellow Americans for joining us. I really appreciate the discussion we had. We've got people from Minnesota and Texas and Georgia and Michigan. These are people who are beginning to realize the benefits of health savings. And I thank you for sharing your with me. Thank you.

  1、攷試大綱要求分析

  1 、根基要求

  l )詞匯

One day in the dead of winter, I looked out my back window and saw a chicken. It was jet-black with a crimson wattle, and it seemed unaware that it was in New York City. In classic barnyard fashion, it was scratching, pecking and clucking.

How it came to a small backyard in Astoria, Queens, remains a matter of conjecture. The chicken made its first appearance next door, at the home of a multitude of cabdrivers from Bangladesh. My wife, Nancy, and I figured they had bought the chicken and were fattening it for a feast. That hypothesis fell into doubt when the chicken hopped the fence and began pacing the perimeter of our yard with a proprietary air.

Eating it was out of the question. As a restaurant critic and an animal lover, I subscribe to a policy of complete hypocrisy. Serve fish or fowl to me, but don’t ask me to watch the killing. Once I meet it, I don’t want to eat it.

Nancy and I next theorized that the chicken had escaped from a live-poultry market about four blocks away and was on the run. Our hearts went out to the brave little refugee. We had to save it.

Chickens were beginning to sound like the ideal pet. The chicken took to its new surroundings easily. Its main social task was to integrate into the cat society—a group of about five strays we feed.

How would the two species deal with each other?

One morning I looked out the window and saw four cats lined up at their food bowls, and, right in the middle, eating cat food with gusto, was the chicken. Occasionally it would push a cat aside to get a better position. The cats, for their part, regarded the chicken warily. To the extent that it was a bird, it was prey. But big prey. From time to time they would

stalk, press their bodies to the ground, swish their tails and give every sign of going for the kill. Then they would register the chicken’s size and become gripped by second thoughts. A face-saving, halfhearted lunge would follow.

The two sides soon achieved parity. Sometimes, I’d look out back and see a cat chasing the chicken. Ten minutes later I’d see the chicken chasing a cat. I like to think they reached the plane of mutual respect. Perhaps affection.

Although it was nice to know the chicken could eat anything, cat food didn’t seem right. I called my mother. Mom drove to the local feed store in La Porte, Texas, and picked up a

25-pound bag of scratch grains, a blend of milo, corn and oats. She began shipping the grain in installments. The chicken seemed to appreciate the feed.

Our care paid off. One morning, Nancy spied an egg on the patio. At the base of the pine tree, where the chicken slept, was a nest containing four more eggs. They were small, somewhere between ecru and beige, but this was it. The blessed event. After I wrote about the chicken in the New York Times, my mail-bag was bursting with letters offering advice on the proper care and feeding of chickens. Disturbed that she did not have a name, fans wrote with suggestions.

Vivian had a certain sultry appeal; Henrietta seemed cute. But Henny Penny? The media jumped in. National Public Radio quizzed me about the chicken for one of its weekend programs. “My producer wants to know, could you hold the telephone up to the chicken so we can hear it?” the interviewer asked. Unfortunately, I don’t have a 100-foot cord on my telephone. The

Associated Press sent a photographer to capture the chicken’s many moods.

(She had two.)

Then one morning I looked out my kitchen window, and my heart stopped. No chicken—not in my pine tree or the tree next door. Nor was she pecking and scratching in any of the nearby yards. There were no signs of violence, only a single black feather near the back door.

She was definitely missing. But why?

Spring was in the air. Could she be looking for love? Or perhaps she was reacting badly to the burdens of celebrity? Or maybe she was simply looking for a place to lay her eggs in peace.

THE PRESIDENT: Thank you so much. Thank you, Rich, for the great introduction. Thank you very much. Please, everybody have a seat.

It is good to be back in Newton, and it's a privilege to be here at Trinity Structural Towers. I've got a couple of special thank yous that I want to make, because I've got a lot of old friends -- not old in years, but been friends for a long time now. First of all, your outstanding Governor, Chet Culver, please give him a big round of applause. (Applause.) His wonderful wife, Mari, I see over here. She's not on the card, but -- (applause.) My outstanding Secretary of Agriculture, who I plucked from Iowa, Tom Vilsack and his wonderful wife Christie Vilsack. (Applause.) We've got the Attorney General of Iowa, one of my co-chairs when I ran in the Iowa caucus and nobody could pronounce my name -- Tom Miller. (Applause.) My other co-chair, Mike Fitzgerald, Treasurer of Iowa. (Applause.) We got the Iowa Secretary of State, Mike Mauro. There he is. (Applause.) We've got your outstanding member of Congress who's working hard for Newton all the time, Leonard Boswell. (Applause.) And your own pride of Newton, Mayor Chaz Allen. (Applause.) There he is, back there. It's good to see you again, Chaz.

It is terrific to be here -- and by the way, I've got a whole bunch of folks here who were active in the campaign, and precinct captains. And I just want to thank all of them for showing up, and to all the great workers who are here at this plant -- thank you. (Applause.)

I just had a terrific tour of the facility led by several of the workers and managers who operate this plant. It wasn't too long ago, as Rich said, that Maytag closed its operations in Newton. And hundreds of jobs were lost. These floors were dark and silent. The only signs of a once thriving enterprise were the cement markings where the equipment had been before they were boxed up and carted away.

Look at what we see here today. This facility is alive again with new industry. This community is still going through some tough times. If you talk to your neighbors and friends, I know they -- the community still hasn't fully recovered from the loss of Maytag. Not everybody has been rehired. But more than 100 people will now be employed at this plant -- maybe more, if we keep on moving. Many of the same folks who had lost their jobs when Maytag shut its doors now are finding once again their ability to make great products.

Now, obviously things aren't exactly the same as they were with Maytag, because now you're using the materials behind me to build towers to support some of the most advanced wind turbines in the world. When completed, these structures will hold up blades that can generate as much as 2.5 megawatts of electricity -- enough energy to power hundreds of homes. Think about it: roughly a century and a half ago, in the late 1950s [sic], the Seneca Oil Company hired an unemployed train conductor named Edwin Drake to investigate the oil springs of Titusville, Pennsylvania. Around this time, oil was literally bubbling up from the ground -- but nobody knew what to do with it. It had limited economic value and often all it did was ruin crops or pollute drinking water.

Now, people were starting to refine oil for use as a fuel. Collecting oil remained time consuming, though, and it was back-breaking, and it was costly; it wasn't efficient, as workers harvested what they could find in the shallow ground -- they'd literally scoop it up. But Edwin Drake had a plan. He purchased a steam engine, and he built a derrick, and he began to drill.

And months passed. And progress was slow. The team managed to drill into the bedrock just a few feet each day. And crowds gathered and they mocked Mr. Drake. They thought him and the other diggers were foolish. The well that they were digging even earned the nickname, "Drake's Folly." But Drake wouldn't give up. And he had an advantage: total desperation. It had to work. And then one day, it finally did.

One morning, the team returned to the creek to see crude oil rising up from beneath the surface. And soon, Drake's well was producing what was then an astonishing amount of oil -- perhaps 10, 20 barrels every day. And then speculators followed and they built similar rigs as far as the eye could see. In the next decade, the area would produce tens of millions of barrels of oil. And as the industry grew, so did the ingenuity of those who sought to profit from it, as competitors developed new techniques to drill and transport oil to drive down costs and gain a competitive advantage in the marketplace.

汪老师:很多同学都是想好中文再翻译成英文。严格说来,即使对学习英语多年的人来说,在写作时想做到完全用英文思考都是极难达到的一种近乎神话的理想境界。

关键是中文思考的程度——英文修养极高的人在写作时可能已经很少意识到自己是在用那种语言、很难区分自己在什么时候正在使用什么语言,他已经到了“天人合一”的境界;英文很好的人可能只是在整体构思时用汉语,到具体写作段落或句子时用英语;英文一般的人会将每句的意思大致用汉语想好,但写作时还是要用英文的习惯句型和固定搭配来表达;初学英语基础又很不扎实的人在不仅每句用汉语想好,还基本每字严格对译,这就是中式英文的产生原因了。要想少些一点中式英文,就要多积累习惯句型和固定搭配,在“翻译”时尽可能多用这些模式化的句型,少一些逐字对译。

2.常常想不起想用的一个词的英语说法,该如何解决?

汪老师:这是考试时任何一个人都会碰到的问题,即使他的词汇量很大。其实就算一个人的词汇量再大,大到掌握所有英文单词,也还是会碰到一些无法用已有单词表达的情况。因为世界在变化,每时每刻总会有新的事物出现。碰到不会表达的思想可以用以下几招:

第一,模糊化即用上义词表达。如不会说“手提电脑”,可以用它的上义词“machine”,英語翻譯公司,“gadget”,“invention”,“instrument”等。

第二,可以解释说明。如我们可以把手提电脑写作“the kind of computer that you can carry wherever you go and that you can put on your lap”。

第三,可以把一些解释不清的东西略去不写。写作是一个主动的创造过程,可以并且应该发挥自己的主观能动性。写那些自己会写的,避开那些自己不会写的。这才是写作的乐趣所在。否再和前面的单项选择题有什么区别。

3.文章中长句越多越好,复合句越多越好,这样的想法对吗?

汪老师:考试作文和平时写作不完全相同。平时写作不同作者有自己不同的风格——有些作者长于简约;有些作者喜欢繁复。但考试作文是检验一个考生写作水平的工具,命题人的目标之一就是要通过一篇文章考察考生是否掌握了复杂句。

因此,在所有写作考试中都有一条不成文的规定:没有复杂句不能得高分。但是在写复杂句的同时,我们还要注意不能写太多这样的句子。全是复杂句,文章读起来会很累很烦很不自然。因此考试作文的句子要长短结合。一些基础不好的同学最好少些甚至不写复杂句,因为如果复杂句写错了会影响得分,而简单句只要不错分数反而不会低到哪里去。

4.不知从何处着手复习写作,提起笔来不知道怎么写,怎么办?

吴老师:作文是现存考试中为数不多的考查英语主观应用能力的考试类型,他在大多数权威的语言考试中都有出现。从理论上讲,就是考查第二语言或外语学习者的“输出”能力。另外,我们应该避免误入用“大词用长句”才算写作的误区,因为,好的文章或大作家往往是用“小词”表达复杂思想。简单无误是第一原则。

在考试中,考生对作文的思维应该是:1、审题;2、思考简单的分支观点;考虑可以采用的成熟的句型或“万能句”。其中,前两步比较关键。

一、对于审题,应该看到,近年四级或六级题目大多是给出提纲,那么可以直接把提纲变为中心句,这些中心句就是每段的开头句。后面接入标志逻辑的词汇,如first...;second...;third...;等分支观点。也就是说,审题就是考虑文章的合理结构是什么,中心句是什么。

二、置于思考分支观点,请一定记住,外语考试的作文,考查的目标不是考生的思维水平或逻辑分析能力,而是考核语言表达能力。所以建议采取的措施是,简化自己的思维和分析。也就是,如何降低自己的思维水平,来迎合自己有限的语言状况。比如:这个东西不贵,it is inexpensive,当然也可以说:it is cheap,或者说,it does not cost me much money。等这些相关但简单的表达也是合理的。

最后,作文是应用类考试。所以光看不写是不行的。培根说过,“writing makes an exact man.”只有多写才能活化思想,固定句型和找到适合自己的“万能句”。

5.背历年范文有用吗?背范文要全文一字不落地背下来吗?

吴老师:当然,背诵越多约好,这是语言学习的基础。能一字不漏的背当然牛了,毫无疑问。但,关键在于,对于应试,特别是在时间不多的情况下,广大考生是否真能背诵所有例文?背诵的现实性是有待考查的。建议是考生自己把近三年的范文看看,主要看结构,然后自己写写,让同学或老师修改,再写一遍。这样做可以,一、熟悉英文写作的结构;二、熟悉适合自己的固定句型,即“万能句”。

6.想练习写作,但写出来的作文也不知道是对是错,怎么进行自我检查呢?

吴老师:英文应试的错误分为:

1、结构错误;

2、语言错误。

一般来说,结构大多是,把提纲变为中心句,体现在每段的段首,后面接分支观点。语言错误,请一定避免简单但严重的错误。如:单复数、主谓一致、时态、搭配和简单词的拼写。因为这些错误的出现就标志着语言的基本素养是否到位。我们应该避免误入用“大词用长句”才算写作的误区,因为,好的文章或大作家往往是用“小词”表达复杂思想。简单无误是第一原则。

7.最近作文的题型越来越活,能指点一下应该多注意哪些类型的文章呢?

吴老师:无论怎么出题,中文翻譯社,外语考试的作文大可以分为:

1、正反论证;

2、原因现象描述类;

3、图表;

4、名言谚语所谓的写信,无非就是在这四类的基础上,套用信件的格式而已。

另外,大致讲来,英文考试的结构大多可以套用:中心句+1、2、3的模式。中心句即每段第一句,中心句可由所给题纲变来,1、2、3就是每段里的分支观点或分述。

在漢語中,定語修飾語和狀語修飾語往往位於被修飾語之前;在英語中,許多修飾語常常位於被修飾語之後,因此翻譯時往往要把原文的語序顛倒過來。倒寘法通常用於英譯漢, 即對英語長句按炤漢語的習慣表達法進行前後調換,按意群或進行全部倒寘,原則是使漢語譯句安排符合現代漢語論理敘事的一般邏輯順序。有時倒寘法也用於漢譯英。如:

国庆厦门自助游攻略Day1

10日刚从厦门回来,应同事要求赶紧回来奉上最新的厦门自助游游记和攻略,根据网友们提到的景点和美食,结合自身体验,给其他朋友们一些建议。

10月6日

路线:上海虹桥—厦门高崎机场—入住新园旅店—小眼镜大排档—筼筜湖—鹭江大道—中山路步行街—回旅店

早上9点半的飞机从上海虹桥机场出发,因为航空管制的原因,大概11点半到达厦门高崎机场。原定想直接从机场坐车去集美学村区,但是没想到我订的旅馆老板特别唧唧歪歪,打电话说要是我晚上才去那边住他不一定留房间给我。想到毕竟黄金周像他家便宜的旅馆确实也比较难找,所以我忍了~~~新园在厦大学生公寓那边(0592-8869543),家庭式的旅馆,还算干净整洁,房间带独立卫浴,电视机风扇,100元一天(空调房贵20元,淡季的话应该60-80就够了,比较了青旅单间公用卫浴也要100元,而且房间要小很多还是选了新园),虽然我房间的下水道和淋浴头有点问题,但还是能接受。

因为临时改变计划下午没去集美,搞得我不得不修改行程,放下行李差不多1点半了,我就决定先杀到小眼镜大排档饱餐一顿。由于厦大学生公寓跟原先我以为的厦大根本不是一个地方,所以原先查的公交线路都不能照搬,厦门自助游路线怎么定,公寓附近也没个卖地图的书报亭或书店,问了人还是搭了刚坐的旅二线,在金榜公园西站下,遇到报亭赶紧买了份地图,终于不怕迷路了。

小眼镜大排档还算好找,很多游客都慕名而去,过了饭点吃随到随吃,点了地瓜叶(6元,确实要推荐)、鱿鱼(15元,他家招牌菜,个人觉得一般)、白灼沙虾(20元)、花蛤(18元)和半扎芒果爽(21元,饮料蛮贵,但味道不错),没要发票可减3元。

下午3点左右酒足饭饱我就开始徒步走了,从湖滨中路慢慢走到筼筜湖,望着湖两侧的热带棕榈榕树,走在树影斑驳的石子小径上,草地上有人在酣睡有人在野餐有人在读书有人在环湖自行车,给人一种平静悠闲的感觉。虽然筼筜湖算不上景点,估计来的游客也不多,如果时间有多去其他地方又不够的话可以来湖边坐坐,野餐一下也可以。

一路往鹭江大道方向走,顺便考察了下轮渡的位置和公交线路,然后坐在鹭江大道边上看日落,差不多傍晚6点去到中山步行街。著名的黄则和花生汤店就在步行街入口附近,人气很旺,除了花生汤外还有各色厦门小吃。由于小眼镜那顿吃伤了,看着那么多小吃没啥胃口,想到花生汤是《京华烟云》中姚木兰在曾家广受好评的甜点,最后还是选了最有特色的花生汤试试,酥酥的花生蛮特别,但汤很甜不会选择第二次品尝的那种甜。

喝完汤小憩后开始逛中山路,好像除了黄则和其他都是些巴黎春天、金店之类的商店,兴趣不大。还好沿街的房子看着还蛮漂亮,欧式的风格,所以就循着房子拍拍照而已。在思明路上找到直接回旅馆的厦20路回去。

攻略总结:

1. 从机场去轮渡的公交27路不像网友说的间隔要半个小时,根据我当时等车的发现5分钟就有一班,好像那边车站的37,L19都间隔很短。

2. 从机场去市区方向还是乘坐BRT最快,那是厦门快速交通系统,这几年才投入使用的,类似上海的高架线路,但那是只给3辆快线专用的,避免堵车适合去比较偏远的地方,机场可以搭乘L19接驳线到BRT县后站,那样的话到火车站30分钟就够了,票价1.5元也就比地面公交贵0.5元,却比地面公交省了一半时间。具体的线路票价可以查阅BRT官网www.brtxm.com。

3. 集美景区离高崎机场很近,过个集美大桥就到了,如果你没遇上够呛的旅店老板的话,可以把行李在机场寄存,先去逛集美,因为从市区过去毕竟远多了而且跟其他景点的方向也完全不同。

4. 住宿还是蛮推荐厦大附近的,交通方便,至少去市中心和火车站两大中转站的方向都有。像我这次住在学生公寓旁,彷佛回到学生时代一样,周边小店足够满足生活需要,而且东西也不贵。晚上回去路过卖水果的卡车,不用讨价还价就能买到学生价的水果。

5. 在鹭江大道看日落位置不错,而且看完还能到中山路或大同路上去吃厦门特色点心。

6. 虽然我临行前看了无数攻略,制定了一份自认为完美的行程表,但计划终究赶不上变化,所以还是建议及早准备地图,多准备几个路线方案。

7. 厦门公交发达,即使像我第一次到那边的人也完全能依靠公交去到任何想去的地方,因为公交大多为投币,所以1元、0.5元的多准备点。
